One office would be one office more than most of us need.
I would presume that even the minority planning to use it only intend to do so just once?

I have no idea what they would need, but if there are going to be 878 offices, Pattaya will have only one? Maybe that sounds right to you, but not to me. Where do you think 878 offices are going to be located? That number doesn't sound right to me either. Why would they need so many offices? Now I'm wondering if Pattaya Mail got the number right.
I think they will be in the same location as the current 878 offices. Why do you think it would be any different?
I don't know where any of those offices are. Again I suppose the boy would know, but so far I have been unable to find out.
As I said, he has not confirmed that it even is a location. So far nobody has confirmed it.

It is my understanding that to have a legal marriage in Thailand only requires it be registered. An actual ceremony is not necessary. Likewise, having a ceremony does not make it a legal marriage - I have seen numerous articles over the years of gays having a marriage ceremony which of course had no legal standing. It refers several times to the district office so clearly that's where you file the paperwork.
However, it appears that you don't actually have to be married at the district office, you just need a registrar:
"You can also pay a fee for the registrar to marry you at your chosen venue."
