Who knows...
Maybe making huge waves with tourists from the Middle East isn't what the Pattaya Police Commissioner wants right now. The BIB probably receives commissions for allowing them to enjoy their holidays (law-abiding or not) - nobody pisses off the Commissioner - and more and more sand-people come to Thailand to spend their $$money$$.

Taken from Google:

In the first half of 2023, Thailand welcomed over 268,000 visitors from the Middle East , with Saudi Arabia accounting for more than 75,000 arrivals. The Middle East market is projected to grow further during the summer holidays, with an average stay of 10-12 days and an average spending of 80,000 baht per trip.

Taken from the link below:

Thailand is experiencing a shortfall in its anticipated number of Chinese tourists, potentially impacting its tourism target for 2023. The country is now exploring alternative markets like Middle Eastern tourists

This may explain the lack of motivation to come down too hard on these idiots.

There are all sorts of laws unenforced or selectively enforced (฿฿฿฿) in Pattaya.
People ride through police roadblocks with no helmets.
Running red lights is routine.
I've seen bars open right next to the police station, when all bars in Chonburi were supposed to be closed due to the covid nonsense.
Certain bars have been opening all night
Prostitutes operate on the beach right in front of the police station
Drivers don't stop at pedestrian crossings
The odd/even day parking signs are on Pattya Tai, but people still park on both sides
etc

Why would they do anything different with the scum in Soi Yensabai ?
Particularly when some effort would be needed to catch them breaking laws ?

I presume they will collect a few baht from releasing those motorcycles.

That very well might be the main reason.

Whatever the reasons, I think the behavior will continue until holiday time is over. Then they will be right back next year doing the same and we will be debating about the reasons yet again.

Actually I think there is an easy way to put a stop to this mayhem - if the authorities will do it. I remember talking about it last year when the Kuwaitis were in Pattaya causing the same problems, but nothing was done.

Speed bumps - large ones and enough of them that they can't just ignore and speed right over. If the authorities won't put a stop to them, I think speed bumps would do it very nicely.

They have been coming here for a number of years.

If speed bumps were built wouldn't they just go to another area in Pattaya, or elsewhere?

1 All they would have to do is move around the corner to Soi 17, which is a popular route for Thais and where speed humps are very unwelcome.

2 In many of the places where Pattaya has speed humps, a gap eventually appears in the speed hump and motorcyclists use that. Often the gap is at the edge of the speed hump, so the net result is pedestrians find motorcycles swerving towards them. Sometimes at considerable speed.

I'd say put in the speed bumps - properly - and let's find out. Better than continuing to do absolutely nothing, isn't it? I think it's worth a try before people start insisting that it won't work.

Of course, I would also say I think the chances of the city actually putting in those bumps range somewhere between nil and zero . . .

While they're at it, some sois have gates that get locked shut at night. One or two of those might make it more difficult for them to evade the police.

Would they be able to do that on the sois the motorbike maniacs use? Other people need access to those sois too.

Regarding evading the police, are there any police around for them to evade?

The usual approach is to use the gates to turn a road into a dead end late at night.
That happens elsewhere in Pattaya.

Obviously additional countermeasures would be needed.
