The two view Talay blocks just north of Jomtien Complex appear to have never been fully occupied. Despite being over 20 years old. I think they are 5C &5D.
Most of the end units nearest the road have no signs of current or past occupation (5D). Units that are or were occupied have aircon compressors, curtains and often other items visible. These have none of that.
On the block nearer to the beach, I see higher occupancy (5C). Yet quite a few of the units on the east end appear to have not been occupied.
They maintain a "sales office" on Thappraya Road . No visible adverts of properties for sale, but several people behind desks.
What's the story here? Does supply exceed demand? Have they failed to properly set an attractive price for the units with less attractive positioning? Do they struggle to find Thais to buy the 50% that are reserved for Thai ownership?
Still, I suppose that's more fully occupied than View Talay 7.

If you mean the rooms adjacent to the main road I am not surprised. The noise could be awful for hours on end. Also they are subject to early morning sunrise being at the eastern end.
As you know I stay in one of the blocks opposite, on the other side of the road. Always stay in the block furthest from the road and you cannot hear any traffic.

There are two View Talay properties on Thapraya Rd. down near immigration (soi 5) which are close to the road and would probably have noisy rooms. I think these are View Talay 3 and 4 but could be wrong.
I lodged during holidays for 5 years at the first View Talay to open in Pattaya - View Talay #1, also on Thapraya next to Food Mart and loved it. There are two bldg's (A & B) which sit far enough back from Thapraya that you never hear any traffic. I stayed in building B the farthest from Thapraya.
I have an American friend who rents a unit at View Talay 7 which sits behind Jomtien Complex and he loves the location - a stones throw from the gay beach and easy stumbling distance to the bars in the Complex.
I've always been a fan of View Talay!

I'm referring to the blocks directly north of Jomtien Complex, on the left as you go up the hill. See map.
I very much see the potential problem with traffic noise. However, several newer blocks have been built even closer to the road.
As for location, View Talay 7 seems to be the best. Even if half of it is mysteriously empty. Almost all the units in the wings are empty, then all of the first units in the front section and one of the lower floors has sparse occupancy.
Are they getting around the 50% foreign quota by only selling half the units?

That seems to be the case with many of these residential properties, especially the more expensive ones.
There's rumor of a movement underway to increase the legal allowance for the foreign quota from 49% to 75% to increase the ROI for the investors (mostly Chinese/Thai kazillionaires). That would probably increase property sales - but could also result in higher selling prices. Right now it's a buyers market.

In the short term, that would release more properties onto the market for foreigners and more supply usually keeps prices down.

Considering how empty some of these condos are, what difference does it make whether the percentage is 50%, 75%, or something else? As far as I can tell Pattaya has over-built far more than the number of people interested in buying - and for reasons that escape me, even more building is still going on.
Also, I have no way of knowing how many, but my guess is a significant number of people have shied away from buying due to the number of scams over the years where many buyers lost major money. Several years ago a friend from Florida - a contracts attorney, no less - even he ended up victimized by a Pattaya scam where the builder never built a thing, but disappeared with everybody's down payment money. To the best of my knowledge the builder was never caught and he people who had invested lost everything - which is one of the reasons I have always said if I ever decide to buy a condo, it's going to be a well established condo with a good reputation, but I wouldn't put one baht into a condo either under construction or ground has not yet been broken.

Agreed. There are numerous abandoned projects in Pattaya. Why take the risk?

Upscale properties like View Talay are always half empty - because the average Thai (without a farang sponsor) could never afford it.
Also, half of the farang co-owners are "snow birds" and don't reside in Thailand full-time.

For example, on the left half of the first photo, almost every unit has aircon. A high proportion on the right half do not.
