It happens in my "The Dark Side" neighborhood too. No loud night venues in my area, but the extra loud motorbikes go up and down my soi usually 3 or 4 times a day, although at least I ever hear them at night when trying to sleep.
Apparently the Kuwait motorbike maniacs are not the only trouble makers.

In recent months, police have established routine checkpoints, particularly during nighttime hours, to identify and penalize violators. Motorcycles found exceeding the legal noise limit are subjected to immediate fines, and in certain instances, the vehicles are impounded until necessary modifications are made to comply with regulations.
Despite these enforcement actions, residents have voiced concerns regarding the continued prevalence of noisy motorcycles. One resident questioned the import and sale of exhaust pipes with specifications reaching 140 decibels, significantly surpassing the legal limit of 95 decibels, asking, “Why are they allowed to be imported or sold here?”
Another long-time observer highlighted the enduring nature of the problem, stating, “They do this since years. The louder the pipe, the less the IQ.”
Additionally, some community members have pointed out inconsistencies in enforcement priorities. One comment noted that while police are actively cracking down on noisy vehicles, there appears to be less focus on nightclubs blasting music outside official nightlife zones, suggesting that targeting individual offenders may be more straightforward than addressing establishments backed by influential figures.
Concerns extend beyond noise pollution, as observations have been made about certain Thai motorcyclists operating without rearview mirrors, license plates, or helmets, sometimes carrying multiple passengers and potentially driving under the influence. This has led to calls for more comprehensive enforcement of traffic laws to enhance public safety.
In comparison, some have remarked that in other countries, strict noise ordinances are enforced to maintain community peace, implying a need for more robust regulatory measures in Pattaya.

I love the way they use the word "intensified"...as though there's already efforts underway to curtail this problem...when in fact there's not.
I've gone through police roadblocks while driving right next to motorbikes that have mufflers that sound like X-15 fighter jets on full-throttle - with at least one of the vehicles around me belching huge plumes of black smoke out the exhaust - without even the slightest hint that the police care.
In case anyone's confused; There is no law enforcement in Thailand. The BIB only respond to calls for help when they have to or in response to a major fire or road accident. And even then they walk versus run to avoid causing wrinkles in their skin-tight model uniforms. It's hilarious!
There is one exception, and that's when the BIB mull around entertainment venues while fleecing the owners of more tea money. Gotta keep those wheels greased.

Another rare example of "law enforcement" is towing away motorcycles parked on the bus stops. The bus stops that are never used as there's no bus service.
They don't do anything useful, like policing noisy and polluting vehicles, people who don't stop at pedestrian crossings etc. They don't even enforce the laws on motorcycle helmets.
As for noise, one has to choose a sensible hotel location. My most recent hotel was very nice AND located on a part surfaced road with potholes. Perfect. No through traffic.

Except when some higher-up decides it's "fill the quota" time . . .
It won't be long before the Kuwaiti motorbike maniacs make their annual sojourn to Pattaya to enjoy violating every traffic and public safety law there is, along with total disregard for others. Wouldn't it be nice if the authorities at least pretend serious enforcement - you know, just for a change . . . ?
