They are recruiting straight and gay guys. It looks the same sort of place as “Big Tool” on the Walking Street. i.e. a straight bar with male hosts aimed at women and straight couples.

I don't think we will know for sure until someone goes there and checks it out, but I think you're probably right. That makes much more sense than opening a gay bar at that location. I think a gay bar at that location would be doomed before it even opens. As for this bar, I wouldn't be putting my money on it lasting very long either.
Some might remember the now long closed Cartier bar, which also was in an unusual location, but it was more like the type of bar you describe. It didn't work, though. The bar didn't last very long, around a year or so as I recall - maybe less. I remember complaints about that bar charging 200 baht just for a coke, and that was at 2009-2010 prices.
