Where is the best place in Pattaya to exchange American dollars into Thai baht? Do all offer the same exchange rate or are there certain places I should go for a better rate?

Others will have to suggest the best place, but I can tell you that different banks and exchange booths do not necessarily offer the same rates. Also, the rates usually change several times per day.

By far the best exchange place is TT Currency Exchange. They have offices throughout Pattaya and Jomtien including one just outside Boyztown.

I also suggest TT.
I rarely change cash in Pattaya, but they were always about the best. I did compare rates a couple of years ago & they were still the best.
Beware of clones, TS, etc.
You would probably get a slightly better rate in Bangkok, with Superrich or something similar.
The other option to consider is the exchange booths at the entrance to the airport rail station. Back in the days when I used to change money, these were very competitive & I used to change the lot there. A very fat wad of notes, for 3 months spend + a safety margin.
Now I use Wise & can see there are not so many exchange booths post covid, so you need to firstly check if it's still good.
