From what I read, this was a US built vessel.
I believe the US has a slightly larger navy, but don't recall reading about one of them capsizing.

Royal Thai Navy announces five sailors missing from sunken HTMS Sukhothai found deceased

The Royal Thai Navy announced this evening that a total of six sailors were found by rescue teams looking for sailors missing from the sinking of the HTMS Sukhothai on Sunday, December 18th, but tragically five were deceased, with one survivor.
Four of the six sailors were deceased when they were found, with another later passing away while under medical care, stated Admiral Chonlatit Nawanukroh to the Thai media.
A statement made from the official Twitter PR account of the Royal Thai Navy this evening, December 20th, said that 24 sailors are still missing from the Sukhothai with 5 confirmed dead and 76 rescued/alive.
A 24-hour-a-day search and rescue operation continues for the 24 sailors still missing after the ship sank Sunday night.
