Jomtien Zoning -myth or reality?

For years, people posting on forums have been stating that gogo bars are not allowed in Jomtien, as that's entertainment and it's zoned for residential.

Since no one ever publishes and translates the policy, I've always wondered if it's fact, or a myth that people read and repeat.

Then, if The Venue is not entertainment, what exactly is it ? And for that matter, an open air host bar with a party and loud music is hardly fit for a residential area either. Arguably a gogo bar with activities behind closed doors is less intrusive.

Then finally, diagonally across the road from the complex, what do we have ?

Still looks like a gogo bar inside. The photo is a bit dark, but there is a stage and chrome poles. No doubt a girly bar.


So from the evidence, at the very minimum it's OK to put a gogo bar across the road from Jomtien Complex. Plus noisy host bars and a show bar within the complex.

Some time ago, there were established entertainment zones where go go bars are permitted (can be licensed) - as I recall Jomtien was not included in one of these zones (Walking Street, most of area between Beach Road and 2nd Road were in such a zone as the area around Sunee Plaza.

But, this is Thailand, so periodically, go go bars have appeared in the Jomtien area, but that doesn't mean they are legally licensed and are either owned by an "influential" person or by contributions to certain authorities so they can pay for their "tea."

The mentioned girlie bar has been there for years, you can throw a rock and hit the Jomtien police station, it is grandfathered and/or has rumored police ownership/connections. Years ago I had seen published maps of the entertainment zones. Friends at Vt2 complain about the noise coming from the parties at the Jomtien Complex. I complain about the noise occasionally coming from a bar opposite this girlie bar (Country Road) at 1—2 am on a Sunday.

OTOH hand I witnessed it quite a few times here in BKK that without much of police connections such places after the odd complaints from neighbors get closed and the sound equipmt deafened-by the boys in brown- quick enough. Theyve now even started to clamp cars illegally parked or tow them away if its too much of a nuisance. Even those with darkened windows and prized plates.
Many of those enterprising young entrepreneurs trying to establish some kind fo noisy bisnis often do not have the faintest idea about these rules and regulations. The owner happily renting out will also not warn them, just take in the rent and inital non-refundable deposit.
Or-more tipical THai-one thinks that laws, rules etc. are only made by those guys in the rattabaan (=govmt) for maikng T-money out of it, the pockets of poor Thai trying to make a living. There must be a reason why they nearly always are so unclear written and open to much interpretation, whereas Thai language can be extremely clear and to the point in a harsh brutish way if translated word by word.

On the issue of noise, are the complaints made succesfully and to whom? Is it the bar owner or the special dedicated 'Noise Line' set up some years ago?
