Shuffling through the memoirs of my somewhat foggy life in Pattaya there were many occasions where my actions on balconies could have been challenged, e.g. giving and/or receiving oral sex under a starlit night, watching two ladyboys dancing naked while a third was giving me a blowjob while leaning on the balcony rail, or enjoying intercourse with "Boy Special" with the balcony lights on and music blazing. And I'm sure I could recall other questionable antics if I shuffled enough.

Having confessed to this I consider a young Kuwaiti man standing on a balcony rubbing his crotch mere child's-play, and not at all news worthy.

It's one thing going after the Kuwaiti's for terrorizing a neighborhood with their dangerous motorbike antics - but to take a single minor incident, like the one described in Judd's article, and try to make it a big deal is a bit of a stretch IMO.

As a side to this: I seriously doubt that any Thai students were traumatized by this. In reality, they were probably laughing their asses off.

The article does say he was "shirtless".

Applying strict logic , of course this tells us absolutely nothing about what he's wearing on the lower half of his body.
On the other hand, applying convention, shirtless should mean he's wearing something on the lower half of his body. If he were naked or exposing himself, that's very relevant to the article and should have been reported. To omit the only offence from the article would be very bad reporting.

If that's how it happened. Bear in mind, this is a city where the police tried to prosecute a bridge club for gambling. So they are capable of trying to find an offence where there is none.

In the end, whether his genitals were exposed or not, in my opinion the incident amounts to a big "who cares?" and within 2 or 3 days will be entirely forgotten.

I like a point you made - about the police worrying about this Kuwaiti masturbating on a balcony, or whatever he was doing, when they're still ignoring the motorbike maniacs.

At least August is almost over and hopefully by now most of them are already on their way home.

Why do I think absolutely nothing proactive will be done and they'll be right back next year doing the same thing? We could probably just change the dates on the posts on this topic and save ourselves the trouble of posting the same kinds of posts next year.
