BBB in Boyztown also had a Russian pay up front policy. They had signs in Russian on all the seats saying so. Never troubled me as I always got a check in!
And the Indian thing can work both ways. A gang of us (myself and a few Thai boys) wanted to enter an Indian Disco in Walking Street once. Before you ask...why on earth...well we had a friend working there as a waiter.
We were refused entry...sod them!

Re: Indians Save Pattaya
Almost certainly a policy set in response to previous misbehaviour.
I was once on the wrong side of such a policy. Just before starting a postgraduate degree, I spent the summer working in a central European city, along with some Irish students. Since some of them had run off without paying bar bills, All Irish youngsters had to settle bills as they go along. Although not Irish, by association I was tarred with the same brush, even though I have never run off without paying in my life. I had no problem with the policy.
These days, some might bleat about "racism". It's nothing of the sort and is a perfectly rational response when a group don't follow the system or adjust to expected behavioural standards.

Sorry I thought that was obvious!
Because none of us were Indian. Indians only the doorman told us.
