The only one I know of is the main Bank of Thailand. Whether anyone there can or would be willing to intervene is the question. My guess is the BoT would be more likely to favor the banks over individual customer complaints. But again, I would hope to be wrong about that.

Montree, I suggest that your boyfriend, or you on your boyfriend's behalf, contact K-Contact Center # 02-8888888.

Tell them your boyfriend is not able to visit the bank in Bangkok and that you expect to have this problem resolved with their support and the missing funds transferred into his account immediately. If it were me I would also state that if this problem isn't resolved immediately that I would be seeking legal support.

I can’t get hold of Nom at the moment so I suspect he’s on his way back from Ratchaburi by “Wan” (Van). I hope to get an update later.

I've just spoken to Nom but it wasn't easy to hear him as most unusually for him he's on a train. He's spoken to the bank again and they now say the money will be credited to his account on Monday. Whether this is any more reliable than previous promises remains to be seen.

At least they are no longer demanding that he go to Bangkok. I hope it works out for him - finally. Either way, I don't see any excuse for the bank not to have credited his money back to him immediately. Did the bank ever give him a reason why this is such a problem?

If this were me, I'd make a note of the time of the call & ideally the reference number.

If the money were not credited, I'd:
1 Check the processes for formal complaints. Within the bank and with the relevant regulatory authority.

2 I'd phone them on Tuesday morning. I would focus on the promise they made in the previous call and ask them to explain why they failed. I might ask what is the point in calling customer services, if promises are not kept.
I'd insist on immediate written confirmation of their promises by e-mail. And/or a transcript/recording of the previous conversation.
I'd also warn them that if the money is not in my account within 1 hour, it would be a matter for formal complaint.

3 Whilst I've never needed to do this in the UK, I'd consider recording the call.

[I also agree with Gaybutton, but getting my hands on the money would be the sole focus of any further conversation]

I’ve just spoken to Nom again and he’s now in his Bangkok apartment so I could hear him. He says the problem was caused by a complete failure of the network in the area of the particular machine he used to pay in. He does seem to be optimistic that they really will credit his account this time. A Wise money transfer I sent him has appeared in his account with no problems.

That is no excuse for delaying giving him his money back immediately, especially since he had the receipt. This was certainly no fault of his own. I hope they will live up to their promise without any further hassles.

That's a concern, although there is no excuse for the bank not to refund the money within 24 hours.

I wasn't entirely impressed with the ATM performance at the same green bank recently. I went to withdraw a significant sum of cash. I entered the amount and after a VERY long wait, it told me there was insufficient money in the ATM.
I had the same at the adjacent ATM.
However, the bank statement showed the money was taken out, followed by an immediate correction adding it back in. This is untidy and I dread to think what happens if the network were to go down at the wrong moment.

I would think the machine keeps a continuous record of the money within it, so it ought to be capable of declaring that immediately. And without debiting my account before discovering it had insufficient funds to do so.
