I saw this picture in the paper this morning and groaned.
Pattaya is changing, if not it's overall tapestry, certainly the types of people it's attracting.
The filth on Pattaya's beach front looks like a picture of the Ganges. Go figure!

There is enough dumping of rubbish by Thais, without needing additional contributions from visitors.
Some behave, but you don't have to look far to see people dumping rubbish anywhere they like.

It is also yet another example of Thailand's success in attracting high quality tourists. How many people reading this would ever even think of just leaving their trash on the beach or anywhere else? Maybe some people don't understand - or care - what trash bins are for.

Who says it's the tourists? From what I see, most of the rubbish in Thailand is dumped by Thais.
Most of the visitors to Jomtien beach for New Year were also Thais. Thais were well represented on Pattaya beach the last time I was there for New Year.

In all the years I've lived here I have seen hundreds of festivities and celebrations, many of which attract primarily Thais. Not once, ever, have I seen them leave behind piles of garbage. While there were many Thais at this festivity, there were also many foreign tourists. It would take a great deal of persuasion to convince me it was the Thais leaving behind all that trash.

The overwhelming majority of Thais are very thoughtful when it comes to cleaning up after themselves, and rarely (if ever) would you see a group of Thais throwing their trash in the ocean - or not picking up after themselves in a public area. Like you, this is something that I've just never seen.
Bang Saray, albeit much smaller than Pattaya/Jomtien, still hosts a new Years celebration that rocks this part of the bay. There were so many visitors partying on the beach that I couldn't even see any sand, and this went for 5 days/nights along the entire promenade.
The morning after the countdown celebration their were hundreds of tents still setup on the beach and the town was completely packed with visitors making it difficult to even drive a motorbike though the traffic in town-center.
Our beach was close to being spotless after the celebration with mountains of trash in-and-around the trash bins that line the beachfront...but nothing littering the beach or floating in the water
Like most celebrations that are held in Bang Saray, the vast majority of visitors are Thai nationals (>90%) - not foreigners. And fortunately not any Indians.

Fair enough. Perhaps I'm too heavily influenced by the following observations:
1 I've been on trains where Thais throw numerous polystyrene and plastic containers out of the window.
Although, this is clearly a small minority of people. Most behave properly.
2 There is also a serious volume of rubbish systematically dumped on vacant lots around Pattaya and Jomtien. Some are just covered in rubbish.

You can always find exceptions. I've seen illegal dumping too. But very few Thais do that. Most are very neat and clean. Even the boys - just look at boy photos on the apps when the photo shows their rooms. Their rooms and floors are always spotless.

I’ve seen lots of these photos too.
However they mostly do not look like boys affordable rooms.
I often wonder if those pics are taken in customers rooms so they look good when advertising for business!
