Apparently this will apply only in Pattaya, not nationwide. We'll see what happens. If this is the way it will be, welcome to yet the latest way they've come up with to make life more difficult for expats.

The Land Transport Agency (DLT) in Banglamung and Rayong have announced today that you can not longer renew your Thai Driving Licence to a 5 year license unless you have a Visa that is a residency visa and more than 1 year remaining on the visa.
This means Non O and Non OA visas are no longer sufficient to get a 5 year Driving Licence renewal at the above Transport Agencies. You will be isued with a 2 year renewal.
Mots Services are as shocked as you will be by this latest development. Please do not shoot the messenger. We do not understand the reasoning behind this decision. Hopefully common sense will prevail.

I'm not the least bit concerned.
We've all seen these types of numbskull announcements a thousand times before and they usually turn out to be hogwash.
I don't think it serves anyone's best interest to jump in and add their own interpretation until the dust has cleared.

Apparently the announcements have been a bit misleading. Those expats who hold 1 year retirement visas and live in Thailand will continue to get 5-year driving licenses.
