Most of the wealthy Indians go to the Maldives, Bali, or the French Riviera for vacation - not much different from wealthy westerners. The exception of course would be "sex tourists" like us who gladly trade comfort and luxury for the chance to feed our obsessions of the flesh...regardless of our income brackets.
The hobo-looking Indians I see flocking to South Pattaya are middle-class at best, thus the reason the area is turning into a slum.
At least that's the way I see it.
