I'm still waiting for Eros to reopen . . .

There's a slight difference. Money was spent on Bavarian Boys, including signs etc.

The partners who rented both bars have many other business interests including medical clinics in Thailand and overseas and maybe they decided that running bars probably was not such a good idea if it interfered in the time required to manage their other ventures. With the high rents required for both bars I doubt if a profit was ever possible and it is my understanding it all started with the Thai partners dream to run his own bar (4T).

There are quite a few empty bars in the middle of the complex. Yet the total number of bars is near an all time high, due to all the kiosk bars.
Now that difference has to be down to rent levels.

As for assisting a Thai partner to run a bar, why not start him off in a kiosk ?
If he's doing well after 18 months & can do a credible business plan, then upgrade.

I saw that too.

When Winner bar first opened, perhaps about 10 years ago, the selection of boys was very good.
Unfortunately, that has changed. I last visited about 6 months ago and decided not to go back for quite some time.

Perhaps it is time for someone else to have a go, but I suspect very few people would want to take on that challenge.
