They didn't plant Las Vegas (and its mafia underpinnings) in the middle of a barren dessert for no reason.

What they should do is build a few mega Sex Entertainment Complexes - similar to Nana Plaza in BKK - with something for everyone, e.g., girl gogo's, boy gogo's, ladyboy host bars, massage parlors, cabarets, etc., where the money-spending tourists would flock at night for the type of sexual entertainment they came to Pattaya to enjoy in the first place... :P

I agree with every word Dodger posted. His idea makes very good sense - and that's why around here it will never happen.

And when it comes to sex workers, male and female, I think it would make good sense to, instead of criminalizing immigration violators, give them some sort of free work permit documents. They are taking jobs very few Thais want and I think Thailand's powers-that-be also would prefer Thais not doing that kind of work.

Absolutely.

If they were to ever legalize Prostitution (I know that's a big IF) I wonder if immigrant sex workers would be able to obtain work permits as long as they had a stable place of employment?

That makes sense to me.
However, they're currently making it more difficult for foreign sex workers. Cambodians get stamped in for just 6 nights. Some of the boys from other countries do visa runs to Cambodia, so they need to think about whether or not the border is open.

It might not be a bad time to visit Cambodia, since the net result of this should be more Cambodian boys working in Cambodia. Just like the old days.

With "Corruption" being the leading cause of each and every problem that Pattaya has ever faced - opening up gambling casinos in the middle of this murky mess would have been the death-blow IMO.

The ONLY way that Pattaya could ever regain the popularity it once had with tourists is to remember what put it on the map to begin with and quit trying to be something it's not.

Pattaya was renowned as being the one place on Earth where Dreams were Made. That's the market that's worth reviving. That's the only market.
