An interesting question.
I suspect there's a difference between renewing a passport and getting your first ever one. Would you have managed to get your first ever US passport from here, had you illegally entered Thailand?

Then, for if to be fully legal, he'd still need immigration stamps. I'd imagine a suitable contribution to the tea fund might fix that.

I doubt it. Even if they could get the passport it wouldn't do me much good because there would be no entrance stamp or visa. Immigration would know immediately that it was an illegal entry. I have no idea whether a visa agent could do anything about that too.

But the question is really academic. How would I have gotten as far as Thailand from the USA without a passport? That's why courts often make accused criminals surrender their passport. Without it, they can't get out of the USA and flee the country. And even if they could somehow get out of the USA, where could they go without a passport?

I seem to get fairly regular messages from boy M, one of my Lao acquaintances. I miss you, etc etc. He sends these whether or not I'm in Thailand and he knows where I am, as he's very capable of remembering travel plans.

I prefer the approach of Lao boy B. I hear almost nothing from him between meetings, other than perhaps one message when he thinks I'm due to visit Thailand again. Yet, when I ask him to meet, he's keen and is almost always available, when he is in Pattaya.

I expect boy M misses my wallet, but is too polite to say that. I rarely reply with an "I miss you" reply, as if I were to tell the whole truth, it would be "I miss you, but I miss boy F and boy B even more".
I make sure I am slow to reply.
