The article doesn’t say whether he was arriving or departing but does say it was a domestic terminal.
It also says it was a luggage inspection by a diligent baggage screening officer.
This makes me think he was departing(having the usual inspection) on an internal flight.
We need more clarification.

And if that's the case, which I also suspect, then it would not be a "security breach" either. My definition of a breach would be getting past the security checks.

That is true. I just assumed he was on an arriving flight.
But I'd sure like to know what he was thinking and why he was carrying these things.
