My guess is if the technology and surgical techniques ever develop to the point that can make a female, shall we say virtually "indistinguishable", from a biological male, that's when you'll see much more of it. In the meantime, tomboys who want to make the transition will just have to settle for what currently can be done, and I agree that isn't very much, especially compared to males who want to become females. So, you're right - while male to female is common, female to male is probably somewhere between rare to nonexistent.

If the funding is approved through legitimate channels, it is fine provided they do not need to tax retired expats to find such a funding.

Money is fungible. The taxes you're already paying go towards all public spending. e.g. VAT
