The Thai authorities have introduced this rule just as China is allowing outbound travel.
However, according to the Bangkok Post, China also requires PCR testing on all outbound and inbound travellers, within 48 hours of travel. That ought to be a reasonably effective measure, particularly as I suspect the Chinese might police their own testing properly.

I wonder if that will be a deterrent to Chinese tourists.

I expect some will take the risk and others will be deterred.
When the infection rate is so high, do you take the risk of paying for a trip, then having to cancel and isolate at home ?
As with us in the last 2 years, it's probably worth the risk for those going for a long holiday. Or for those who see the attraction of getting a proper vaccine here.

Since apparently Thailand 's desire to rescue the tourist industry is going to outweigh the heavy-handed approach when Covid first struck, don't be surprised if the result is a significant increase in cases.
I, for one, intend to take the same precautions as I did when Covid first became a serious problem. Along with the Chinese, India also has no shortage of Covid cases. Fortunately I rarely see many of them at places I normally go. But if Thais start getting infected again, that's how I think the problem could spread and rise to epidemic proportions again.
At least we now have vaccines, but from what I've been reading the currently available vaccines are relatively ineffective against the latest Covid variants. I certainly see no harm in continuing to wear the face masks and using the hand sanitizing lotions. The last thing we need is to end up going through the major lockdowns, venue closings, and restrictions again. No one wants to have to endure a repeat of what happened before. If Thailand is going to err, I hope it is on the side of caution.

I've taken the precaution of getting 5 vaccinations to date, of which the last was one of the new bivalent type.
The data shows a dramatic reduction in death rates with vaccines. That's good enough for me.
As Thailand doesn't seem to invite people for boosters, I hope any elderly board participants are checking booster frequency in N America or Europe and arranging something similar here.
I was wearing a mask long before the so called scientific advisors to the UK government recommended them. However, with 2 adequate vaccines and 3 good vaccines, I'm not going to wear a mask for the next 25 years, or whatever it is that I'm getting.
In Pattaya, I see perhaps 40-50% of Thais wearing a mask, to protect against something which is very unlikely to kill them. Meanwhile, they don't wear motorcycle helmets and if they are under 50, that's far more likely to kill them. This makes no sense.

Arrived 12 January BKK ask if they wanted to see my vaccine card and they said no.
