Villa Market or the grocery store in Central Festival might have it.
If not, perhaps a kind soul will bring some over for you upon return to Thailand.
I've discovered that a beef bouillon cube and some minced onion makes a pretty good substitute.

It was, for a while, available at Villa, but no more. Many places, however, sell McCormick French Onion Dip Seasoning Mix (38 baht at Foodland). It is a reasonable substitute for Lipton's, but half the quantity. You must use two packages for any recipe that calls for one package of Lipton's.

Another place to try might be the Best grocery store at the Dolphin Roundabout. I often find things there I never see anywhere else. Also, if Villa Market no longer carries it in Pattaya, they might still carry it in some of their Bangkok stores.
If you can't find it, since the packets are very small, hardly take up any space, especially if removed from the packaging box, and weigh almost nothing, it would seem to me the best thing to do would be to ask a friend to bring some over for you when he makes his next trip to Thailand. I would suggest that anyway whether you find it here or not. I would think it would be far less expensive than it would cost in Thailand.

This is an incredibly good clone of the real Lipton Onion Soup Mix.
INGREDIENTS
SERVINGS
4
YIELD
19 tablespoons, approximately
3⁄4 cup instant minced onion
1⁄3 cup beef bouillon powder
4 teaspoons onion powder
1⁄4 teaspoon crushed celery seed
1⁄4 teaspoon sugar
DIRECTIONS
Combine all ingredients and store in an airtight container.
About 5 tablespoons of mix are equal to 1 1¼-ounce package.
To make onion dip: Mix 5 tablespoons with one pint of sour cream.
