Did I hear this right?
Do we have to sign up for the new (or improved) 90 day reporting app at immigration to begin using it?
I'm not using the app at all currently - but if all the bugs are out of it I'll probably sign up and start using it.
Any advice?

No, just go the the website and sign up. They will send you back an email with your login details, then you can start reporting. I have been using it for well over a year and it works fine. Approximately two weeks before your report is due, they will send you a reminder. Do the report, which will be followed by an acknowledgment, which will be followed by an approval and a .PDF file containing your approved report. Print it and put the copy in your passport.

DragonMaster is correct. The whole point of the app is so that you don't have to go to immigration to submit the report, so you definitely don't have to go to immigration to sign up for it. That would make no sense even for immigration. You will be able to easily sign up and submit the address report online.
I'm not sure why this is being presented a something new. I too have been using it ever since it first began and it works perfectly - no bugs. It takes less than 2 minutes to fill out and submit the report. Most of the time I receive the approval within a few hours.
