Probably right. And that's how they get away with it. After all, who cares is people have to drive on substandard roads or walk on substandard sidewalks (when they are not blocked with things that don't belong on a sidewalk at all) as long as I can stuff my wallet with cash?

of wallets full of cash
Don't want to see
Any trash."

Pattaya City to continue road construction work with more lighting and higher barriers
By Adam Judd
October 21, 2019
Pattaya – Road construction projects in Pattaya have been given city approval to continue after a brief weekend delay to troubleshoot traffic and accident issues after social media complaints on traffic and when two people were injured last week hitting barriers or falling into construction pits locally while driving motorbikes.
Last week, Pattaya City had submitted a legal document to place a temporary hold on underground cable projects due to traffic problems.
The meeting today has concluded that the construction can be continued after the contractor has adapted work patterns and policy improvements.
The new work pattern and shifts is expected to cause less traffic. At the same time more lights and signs will be placed at the construction to warn motorists.
The construction work is still scheduled through all of the upcoming winter months.

Jomtien 2nd Road construction to finish in April
October 24, 2019
The construction currently being undertaken on Jomtien 2nd Road, which started June 6, is scheduled to finish on April 1, 2020.
Pattaya City hired Chokdee Engineer Products Co., Ltd. and Thai Tong Lee Co., Ltd. to reinforce the concrete surface and install rainwater drain pipes, as well as upgrade traffic signs and street lights to TISI standards.
Pattaya’s deputy city manager, Sutham Khetpetch, took a team of officials out to the construction site Oct. 21 to check on the progress. They found it to be about 15% complete.
Sutham said the contractors have been instructed to continue work 24 hours a day, Monday through Thursday, but must shut down for the weekend starting at 5pm on Fridays. At that time, they must open the road to traffic and ensure machinery and materials are out of the way in a safe place to avoid accidents.
