I put the following Wiki quotes in purely for correctness, since once anyone of a certain age should clearly consider 18 as the minimum.

Reading this carefully, it implies the 17 year old could legally consent, but then later change his mind and press charges.

Just for comparison, here is the corresponding entry for Germany:

The age of consent in Germany is 14, as long as a person over the age of 21 does not exploit a 14- to 15-year-old person's lack of capacity for sexual self-determination, in which case a conviction of an individual over the age of 21 requires a complaint from the younger individual; being over 21 and engaging in sexual relations with a minor of that age does not constitute an offense by itself. Otherwise the age of consent is 16, although provisions protecting minors against abuse apply until the age of 18 (under Section 182(1), it is illegal to engage in sexual activity with a person under 18 "by taking advantage of an exploitative situation".

That's right. It's so simple: In Thailand don't engage in sex with anyone under 18 years old.

No one mentions the double standard female versus male. In practice (my gut feeling tells me) an adult woman having sex with a 17 year old in Thailand will receive less punishment, than if it had been a male. You see this in Western countries also, especially America. Where males get jail terms running in the decades often, while a woman is free within a few years - or even sooner - for the same type of offense.

What I find particularly troubling in the news article is that the accompanying photo shows some of the victims being questioned (only a female who appears to be an adult official has her face obscured). But no pic of the offender.

According to article, 10 girls (one as young as 12) reported being victimized.

Teacher wanted for molesting pupils

CHAI NAT: Police are looking to arrest a 40-year-old primary school teacher alleged to have sexually molested several pupils over the past six months.

Pol Capt Chalongchai Bangjan of the Muang district station said on Saturday that officers had skipped the summoning procedure and sought an arrest warrant because the offence was serious.

He was commenting after parents brought 10 girls to the station on Friday to complain about incidents that had been taking place at the school for about six months.

Withholding the name of the school and the teacher, Pol Capt Chalongchai said the man had asked individual grade-six pupils to give him massages in a room at the school and then touched their breasts and genitals.

The director of the school, speaking on condition of anonymity, said he had proposed the suspension of the teacher to the local administrative organisation pending the outcome of the case.
