On Saturday, February 11, the bars are supposed to be closed too. If any do open, they will probably serve only non-alcoholic drinks.

I don't know whether government offices, such as immigration, will be open, but this is an important Buddhist holiday, so I would expect government offices to be closed.

Yes, Monday is a substitute holiday, which means government offices will be closed as well.

Perhaps the actual start day could be included in the list of Public Hols and Bank Hols.
Yes the 13th is listed but that's Monday and this caught me out being as it actually started the previous Friday midnight....
