Good luck if they ever want me to produce an ID issued outside of Thailand. All I have is my passport and that's it. Maybe showing them a copy of my income tax return might do it or my birth certificate, but I have nothing else.

The reason I'm asking is because we're still trying to decipher if Immigration is providing these Certificates for the purpose of expats opening bank accounts?

Was the NY ID card you provided K-Bank a picture ID?
The person at Kasikorn compared that photo with my passport photo and other related details.
When I asked as to why this was a new requirement they replied that previously there were a high number of scams involving people from a nearby country using fake IDs to get bank accounts.
Initially they insisted on a Driving License from a country outside of Thailand and I only had an expired DL from my host country, Hungary, where I lived for career purposes prior to resettling in Thailand.
So, it was super convenient that I had this NY ID which I had used to get a new Social Security replacement card 5 years prior.

If immigration won't provide them despite knowing the banks are requiring them, and if the banks are requiring them despite knowing immigration won't issue them, then it's another Thai Catch-22.
I would think something has to give.

That option was not given to me by MOTS (and I forgot to ask why). In lieu of the Residency Certificate, Kasikorn was ok with the TM.30 Address form that was filed with the Jomtien immigration bureau. It was a fresh new TM.30

And, folks, again and again and again - get a Thai bank account while it is still possible.

I visited Chiang Mai Immigration yesterday to request a Residence Certificate for car purchase. I already have the car but it's still on 'Red Plates'. The girls there are long suffering (I've witnessed farangs behaving very badly) and, in spite of that, are very helpful indeed. I took the opportunity to ask if they still issued certificates to those wishing to open a Bank Account and they were suprised that I asked the question. They certainly do.

Thank you billyhouston. Supposedly it works that way at all of Thailand's immigration offices, including Pattaya.
