As for the police looking the other way, well they're not motivated by doing the right thing. They're motivated by tea money.
For example, they will regularly ship off motorcycles parked on the "bus stops", which are redundant, whilst doing almost nothing to enforce road safety or vehicle pollution laws.
They're only going to look the other way when the bars have paid their tea money.
