Here-in this part of BKK where I mostly stay- are loads of homeless people (most seeking shelter under the many bridges to at least keep out of the rains), having become that for whatever reason. There are-other as most seem to think- quite some helpful resources for them, incl. daily free food distribution, counsellors then on hand and more. But there is no western-style money given out.
Many Thai-on the rare occasions when you talk with them about it- say they come just (t)here due to the (in Thai eyes) generous offerings.
How is that situation in Pattaya? I tend to think that all touristy areas will attract them-as the chance on hand-outs will seen to be much higher as in normal Thai areas.
