I know why it didn't work for you. The online system requires that you submit the report within 15 working days of the due date, but at least 7 working days before the due date. Today is the 16th and you said your report is due on the 20th. My guess is most people don't bother reading the whole thing and simply didn't realize about the deadline. Also, it is not worded very well and can easily be confusing enough to make people think the rule is the exact opposite of what it actually is. Again, the rule is - within 15 working days of the due date, but more than 7 working days before the due date.
The part currently on my "I Don't Get It" list is why the deadline is 7 working days before the due date. Considering most of us have been getting our approvals within a few hours of submitting the report, why the 7 day deadline? Nevertheless, that's the rule.
Let us know what happens. You'll definitely have to pay a fine.
