That what experts are for. They need to earn their money. So they need to make recommendations for an ignorant government to apply. Where does it say they have to be either reasonable or sensible?

Other experts will advise the opposite and make their recommendations. They too need to earn money. It doesn’t matter what they say.

Eventually yet another expert will write a report, maybe two, maybe three, based on this expert advice and the ignorant government will make their decisions based on expert only advice.

Just look at the UK.

I don't have a problem with the "No lady drinks" part, especially if that keeps the ladies out of the gay bars . . .

Some of these rule proposals do seem way over the top to me. They are talking about gradually relaxing the rules. Why? Hasn't that already been done for public transportation, restaurants, and all kinds of other venues - without any problems or disease outbreak? Why would it be any different for the bars? Why impose all these rules on the bars? What needs to be gradually relaxed? Are they talking about opening bars or surgical operating rooms? I'm digging out my "I Don't Get It" list.

Reopening with loads of rules and restrictions - many of which are probably unnecessary and unenforceable - instead of just 1 or 2 common sense rules? What is that going to accomplish and how is that going to help the bars?

In my opinion, it ought to be either just let the bars reopen normally or they might as well not let them reopen at all.

Anger over proposed list of rules for nightlife and entertainment venues opening in Thailand as social media and business owners erupt

The entertainment industry as well as both foreign and Thai social media have erupted over the past day regarding proposed rules to be presented to the Center for Covid-19 Situation Administration (CCSA) this Friday.

The proposed rules-which the Government is now stressing is only a proposal and not set in stone in any such way were created primarily by a combination of entertainment industry owners, medical doctors and advisors to the CCSA. Critics state that enforcing these rules would make running bars, pubs or nightclubs unprofitable and claim the rules appear to be created by someone with no knowledge of the industry.

Comments on Thai social media seemed particularly upset over a five person limit in a group. Although not as pressing an issue for foreigners many Thais tend to party in larger groups. One comment repeated often was that under these proposed rules people could have more fun in a temple.

There was also widespread anger at the no dancing or singing rules, asking how a karaoke could run with no singing or why people could not even dance at their table in their group. A ban on bottle service, which is how most Thai Nationals drink, was also disliked.

The proposed rules for no pool tables or darts, etc, was also widely derided.

Many comments on English language media were upset with the proposed no sitting and drinking with service staff which would presumably put an end to lady drinks and getting to know hostesses. Additionally, the rule that everyone had to sit and could not “wander around” like is common for foreigner style nightclubs was widely ridiculed.

Gen. Natthaphon Nakphanich, Deputy Commander in Chief of the Army and Vice President, who will be presenting the proposal to the CCSA, told the media that they have heard people’s opinions and are listening. He stressed, as has been done repeatedly since the rules were announced, that they are proposals.

Natthaphon also stressed that if there were no cases of Covid-19 found or major issues that rules would likely be relaxed by the CCSA over time, same as they were for public transportation, restaurants, malls, hair salons, massage shops and other venues.

Thailand has gone 28 days without a single confirmed case of Covid19 locally spread, leaving many to ask on social media that if borders remain closed why the rules are so strict.

More information on nightlife reopening should be released Friday by the CCSA including a potential proposed date.

On July 1 we will all be rushing back to BoyzBoyzBoyz to pay 500 for a drink to see boys in shirts, shoes, jeans, masks and faceshields!

In my opinion, it will be impossible to comply with these rules. Traditionally, illegal activities in bars have been informally "licenced" with the aid of the stereotypical brown envelopes but, right now, where will the money to fill them come from?

Green light for Pattaya nightlife turns to amber

The much-publicized resumption of alcohol sales in the nation’s bars and clubs is clearly a preliminary move as the government remains concerned about a second wave of coronavirus infection. The latest indication from the Centre for Covid-19 Situation Administration (CCSA) is that the 1970s military law (reintroduced after the putsch of 2014) to restrict booze sales from 11.00 – 14.00 and 17.00-12.00 pm remains in force for all outlets.

The closing time of midnight for nightspots is scheduled to be confirmed officially by the prime minister next week with a start date for the re-openings on July 1. It had been hoped that tourist destinations such as Pattaya might be granted a two hour extension to serve a parched public, but this has apparently been ruled out. Pattaya mayor Sonthaya Kunplome pointed out that the very tight rules for entertainment spots would likely be relaxed only after a trial period demonstrates that the pesky virus is firmly under control. Hopefully.

What concerns the proprietors of bars and clubs, large and small, is the complexity and ambiguity in the new regulations. Staff will be able to accept the offer of a drink but not to mix with customers. Dancing, singing and mingling are all grey areas. All drinks must be served in glasses and not in bottles, towers or buckets to avoid potential contamination – although that rule may not apply to single bottles of beer served to a single customer.

But Pattaya’s nightspot owners say any pilot scheme is better than none. Samroy Saetang, a Walking Street district proprietor, said, “There will likely be a few well-publicized raids in the short term, but nightclubs have always operated under a legal cloud and have their useful contacts. You will likely see a give and take attitude by the authorities provided there isn’t a new outbreak of coronavirus.” Several agencies are likely to be involved in the monitoring including the police, the Department of Provincial Administration and the Health Department.

A special concern is the bureaucracy of registering customers on licensed premises. The CCSA is promoting the use of the Thai Chana app for checking-in, but experience in malls and other retail outlets suggests that most visitors prefer to sign manually with a phone number which isn’t checked for authenticity. “Off” Jamlong, a security officer at a popular mall, said, “The rules were enforced at first but there has been a lot of slackening by management and staff in recent weeks.”

Because foreign tourists are still banned from entering Thailand, most of the customers for the newly opened bars and clubs in Pattaya will be Thai nationals living locally or visiting at weekends. Most of them, it seems, are prepared to try out the new rules on a suck-it-and-see basis. The foreigners currently in the resort are mainly men over 60 whose leisure needs are more likely met by a quiet neighborhood bar rather than a glitzy nightclub with ear-splitting noise.

In fairness, it does appear that the CCSA may have relaxed slightly its original proposals. For example, CCSA spokesman Dr Taweesilp Visanuyothin, in his most recent statement, was silent on the banning darts, snooker and group activities (quizzes) in bars and clubs which had previously been outlawed. Meanwhile, everyone can enjoy a soapy massage in an outsize tub without worrying about a nosey camera taking a video of the intimate proceedings in a private room. Of course, a gin and tonic is out of the question.

I like the "Require performers to only wear face shields". Presumably other articles of attire are either not required or are prohibited?
