What's wrong with this picture?

There is an article in the May 27 Pattaya Mail entitled "Pattaya authorities reiterate order to wear facemasks in public"

The article leads off with the following photo and caption:

Pol. Maj. Jeerawat Sukontasap, chief of peacekeeping and security in Pattaya City ordered officers to instruct and warn people to abide by the COVID-19 safety regulations.

Now maybe it's just me, but does anyone else see a slight problem with this picture?
