New restrictions in Bangkok, other provinces announced

June 27, 2021

New restrictions centred around Bangkok have been announced in a bid to tackle the country's worst coronavirus outbreak.

The new measures, which will be implemented for 30 days from Monday, include a ban on restaurant dine-ins in Bangkok and five surrounding provinces of Nonthaburi, Pathum Thani, Samut Praka, Samut Sakhon and Nakhon Pathom, according to a document published in the Royal Gazette on Saturday night.

Shopping malls in Bangkok and the five provinces must be closed by 9pm, and parties or celebrations, or activities involving a gathering of more than 20 people will be banned for the same duration, the document said.

It also said construction sites in the six areas will be shut down and workers' camps will be sealed off to contain clusters. The order followed the emergence of more clusters in construction camps in the capital, which has 575 such sites housing about 81,000 workers.

Since May, 37 clusters have been found in Bangkok camps.

Authorities will set up checkpoints in Bangkok and the five provinces to limit travel and relocation of construction workers, the document said, adding that there will also be checkpoints in the country's four southern provinces of Narathiwat, Pattani, Songkhla and Yala.

#BangkokLockdown was trending on Twitter in the early hours into Sunday, with internet users criticising the timing of the announcement and saying they were taken by surprise by the new measures.

Prime Minister Prayut Chan-o-cha said on Friday he wanted to avoid the word lockdown and that specific businesses and activities would be targeted to contain the virus.

Just out of curiosity, are any of the bosses or those responsible for the construction sites ever punished or fined for letting these presumably untested workers into the camps? Do they ever take any precautions? Particularly if many of the workers are illegals from outside Thailand.

Chonburi province releases new orders: Bangsaen Beach closed overnights, Pongsak market temporarily closed, Navy closes many Sattahip Beaches

The Chonburi Public Relations Department released new orders last night, June 26th, 2021, closing temporarily several more locations to help prevent the spread of Covid-19. All of these orders are until further notice with no set expiration date:

-Bangsaen Beach is now closed from 8:00 P.M. to 4:00 A.M. overnight. This follows complaints from local residents of youth allegedly gathering and drinking in the area overnight, violating Covid-19 control orders.

-Pongsak Market, located on Ratprasong Road in the Mueang Chonburi District, will be closed until July 10th, 2021. All businesses and shop operators in the area are also closed.

-Additionally, although not on the order, the Royal Thai Navy announced the closure of the following beaches yesterday:

Beaches in the navy area in Sattahip: Saikaew Beach, Nam Sai Beach, Nang Rong Beach, Toei Ngam Beach, Sor Beach, Kham Beach, Samae San Beach, Dongtan Beach (NOT the one in Jomtien, this is in Sattahip), Tean Talay Beach, Kinnaree Beach, Nang Ram, Khai Phramaha Jetsada Ratchajao Beach Sea Turtle Conservation Center. This is until further notice.

the only "females" I seem to know these days are a bunch of whinging old women on discussion forums - present company excepted of course :)

Bangkok restaurant owners “blindsided” by restaurant dine-in closure, demand significant financial aid, joining chorus of upset businesses

The President of the Thai Restaurant Association today, June 27th, has reacted to the Royal Gazette’s early morning announcement of the prohibition of restaurant dine-in for Bangkok and its vicinity and stated that they believe all restaurant business is dying due to the government’s sudden and repetitive implementation.

President Thaniwan Kulmongkol expressed her statement online regarding the order issued at the early hours of this morning, around 1:00 A.M., that no matter how small, medium, or large the restaurant businesses are, they all are essentially in the same situation as being hit by lightning out of nowhere repeatedly 4-5 times with no assistance being given. She and many others also referred to the middle-of-the-night announcement as a “blindside and claimed there was no pre-communication from the government or meetings with the restaurant industry to get their opinions and input.

Thaniwan stated online “We will not collapse or die right away, but we are lying on the ground in torture. No doctors, no equipment to help us recover. We are lying in the hot sunny atmosphere, waiting for the time to die.”

The closure order was suggested by medical doctors, according to her statement. “A prominent doctor recently revealed on a TV program that a deceased elderly Covid-19 patient went dining in a restaurant and removed their facial mask when consuming food, therefore they were infected with Covid-19.”

“Therefore, removing a mask to consume food is the most dangerous thing, according to this doctor. Everyone should have food takeaway to eat at home, not to sit and eat at the restaurant – which is 90 percent of the restaurant’s income. This is on top of restrictions on hours, ban on the sales of alcohol, and more that have continued to hurt our industry. We cannot survive without these continued restrictions and closures and no financial aid.”

A 36-year-old Japanese restaurant owner, Ekaphong Montong, admitted that he had been affected because the order was sudden and unexpected.

He told reporters: “Japanese food is the type of food that must be served with fresh ingredients. There are a lot of ingredients that have been ordered into stock for cooking. Most of them may be rotten and useless if the food cannot be sold in time due to limited opening hours as well as the limited number of customers and a result of no dining-in policy. We should have been given much more substantial advance notice.”

“We have always cooperated to comply with all government announcements. But we just wanted to ask the government to be more precise about the situation, unlike now when the Prime Minister said there would be no lockdown 3-4 days ago but the order of restaurants being shut came out of nowhere. Entrepreneurs are, therefore, unable to prepare or plan to cope with the sudden order. As an entrepreneur, I would like the government to prove your attitude more clearly, including remedial measures to provide concrete assistance to entrepreneurs, not leaving all the problems to us solely,” he stated.

Additionally, Chomphunuch Nawamphakdi, the owner of “At Phra Nakhon” restaurant, said that her business has also been quite affected. Her income revenues have dropped more than 70 percent since the first order of restaurant closure implementation.

“One of the restaurant branches needed to be closed down in order to sustain the business and employees as a whole. We just want the government to witness and take care of the actual problems of entrepreneurs, including providing financial remedies to small entrepreneurs like us more.” Chomphunuch stated.

This is in addition to growing demands for financial aid and assistance from the entertainment sector, which has been shut for coming on three months due to government Covid-19 orders as well. Representatives from this industry also claim they have had little to no government aid for this shutdown.

Chonburi orders temporary closure of three markets in Pattaya and two companies in Banglamung and Si Racha

The Chonburi Governor, Phakkhrathon Thianchai, ordered the closure of two companies in Banglamung and Si Racha yesterday evening July 2nd, 2021. Meanwhile three markets in Pattaya are temporarily closed. The companies closed are;

Closure of ‘Yian Hai Electronics Company Limited’ in Thung Sukhala, Si Racha from July 2nd to July 11th.
Closure of Huay Yai Jeen ice factory in Huayyai, Banglamung from July 2nd to July 15th .

Owners, operators, workers, and other people involved must strictly follow the order. Relevant agencies and officials will assist those who have been temporarily stopped from working and quarantined, regardless of their Covid-19 status.

The order takes effect from yesterday (July 2nd) onward.

Meanwhile Pattaya City officials report after proactive cases finding from 1,450 people at three markets which are New Market Nakla, Amorn Nakhon and Lan Poe Naklua, that 37 people are confirmed with Covid -19.

Pattaya City has ordered the temporary closure of New Market Naklua and Amorn Nakhon Market for three days and Lan Poe Market for one day.

The Pattaya City Deputy Mayor Manot Nongyai told Pattaya News Reporters, “We have to clean these markets and to control the spread of the virus as soon as possible.”

“The main problem right now is people not taking tests or refusing to report symptoms of Covid-19 hoping to self isolate instead.” Manot said

The current plan, according to Manot, is to accelerate vaccination efforts at the markets and high risk areas.

Just as a useless aside, if you've ever wondered why Thais address each other by nicknames, rather than genuine first names or by surnames, take a look at this guy's name - Thanakorn Wangboonkongchana. I'd say there's a good chance that answers the question . . .

Reopening of Samui, Pha-ngan and Tao confirmed for July 15

Three resort islands in Surat Thani – Samui, Pha-ngan and Tao – will reopen for foreign tourists from July 15 under the “Samui Plus Model” scheme, authorities confirmed on Tuesday.

Thanakorn Wangboonkongchana, secretary-general of the Prime Minister's Office, said international tourism was ready to resume on the islands as 71.4 per cent of residents (89,000 people) had been vaccinated against Covid-19.

Conditions for entry are similar to those imposed by the Phuket Sandbox scheme, which launched on July 1. During the first 7 days, all foreign visitors stay on Samui, though they will be permitted to travel around the island on sealed routes. After their first week, tourists can travel freely around Samui and also to Koh Pha-ngan and Koh Tao.

They will be tested Covid-19 three times: on their day of arrival, on day six or seven, and on day 12 or 13.
