Thai Justice Minister promises 110,000 baht compensation to deceased victims’ families of Mountain B club fire

The Thai Justice Minister will personally give compensation worth 110,000 baht to the families of the deceased victims of the Mountain B fire.

The Mountain B fire that as of now killed 16 people including Mr. Sittichai Ouilert who passed in hospital yesterday has made its way into the Thai Ministry of Justice’s meeting at 10 AM yesterday, August 10th.

Presiding over the meeting, Mr. Somsak Thepsuthin expressed his condolences and promised to compensate every victim of the fire to the full extent of the Workmen’s Compensation Act, starting with the departed victims first.

“I will personally deliver compensation to the families of the 16 departed victims on August 19th,” Mr. Somsak said during the meeting, “as the Ministry of Justice never ignores the citizens’ adversity.”

For the injured victims, Mr. Somsak said it was a different case because each patient suffered different injuries and thus had unequal expenses; however, the minister said he would expedite the procedures to compensate the injured victims as soon as they made a full recovery.

According to Mr. Somsak, the families of the departed victims will be given 110,000 baht in total, including 50,000 baht for the casualty, 20,000 for funeral arrangements, and 40,000 for the loss of a breadwinner. Meanwhile, the injured victims will be given no more than 40,000 baht for medical expenses, 20,000 for physical and mental rehabilitation, and no more than 50,000 baht or 336 baht per day for each day they are unable to work for a year.

This is on top of compensation being given by the nightclub owner, Chonburi officials, Sattahip officials, and various other groups and foundations notes TPN media.

Bangkok’s entertainment venues checked for alcohol licenses, fire exits

An advisor to the Bangkok governor this week inspected venues in Bangkok’s Ratchada 36 and Phahonyothin areas.

Pol Gen Adis Ngamchitsuksri was accompanied by Chatuchak district chief Phonloet Phenphat and officials from the Bangkok Metropolitan Administration (BMA). The group found that many venues were licensed to sell food and alcohol.

However, they also fall under the designation of entertainment venues because of their live musical offerings. As such, each venue must have at least two entryways or fire exits. Some were found to only have one exit and no fire extinguishers, while others only kept improperly maintained extinguishers.

These venues have since been ordered to temporarily suspend services and to make the required adjustments in order to provide fire exits and extinguishers. They have also been instructed to remove flammable materials used for decorative purposes. Those making the necessary changes would be permitted to resume services but will not be able to offer live music until they receive approval from their district office.

The Chatuchak district chief noted that 46 restaurants operated similarly to entertainment venues, 11 of which were already up to code. 17 have since made the necessary adjustments while 18 still need to meet compliance standards.

Bangkok Governor Chadchart Sittipunt had joined the inspection team in checking venues along Phahonyothin Road. He has asked Bangkok officials to determine the specific risks associated with each venue.

Permanent Secretary of the Ministry of Interior Sutthipong Juljarern has sent letters to provincial governors urging them to be strict with entertainment venues. He also asked the governors to inspect restaurants potentially operating as entertainment venues, in order to prevent a repeat of the Chonburi incident. The action aims to prevent venues operating illegally from being able to offer their services. The Ministry of Interior is also encouraging the public to report venues that do not comply with regulations.

36-year-old Naval officer reported as 17th death of Mountain B club fire

A 36-year-old commander of the Royal Thai Navy was reported as the 17th death of the Mountain B club fire.

A report today has confirmed that a Naval officer, Pralitdet Chumngern, a 36-year-old commander of the Royal Thai Navy, has officially passed away peacefully at the Siriraj Hospital in Bangkok due to severe burns.

Officer Pralitdet is considered the 17th casualty of the Mountain B club fire, following Mr. Sittichai Ouilert, a retail store owner, who died yesterday, August 10th. He is one of the top-tier pilots in the Royal Thai Navy, according to his family and friends, and also a hero who helped several victims out of the blazing club.

Despite receiving a blood donation and staying in an intensive care unit for days, Officer Pralitdet sadly succumbed to his injuries and passed at about 7:45 AM today.

His body would reportedly be transferred to the Royal Thai Navy base in Sattahip district for further religious rites, his family said.

Whether it's a restaurant operating as an entertainment venue or an entertainment venue is surely irrelevant ?
What matters is the type of electrical problem that allegedly started the thermal incident, flammable materials and allegedly blocked fire exits.

The public can only go so far in reporting non-compliant businesses. How many inspect the electrical installations ?

Wouldn't you think it might occur to them to establish some sort of hotline? You know - something unusual - like making sense.

It really hits hard to see the recent photo of this girl and then see the hospital photo. Not only do we not know whether she will even survive or what she will have to go through if she does - and what all that will cost. Her life will never be the same. And several other patients are probably in similar shape - or worse. And it is even sadder to know that the soldier who died 1 day before this post became a victim himself by trying to rescue this girl.

Even if he has that much money, not only to cover this girl's expenses plus her recovery and rehabilitation expenses - and so many more victims - anyone want to guess whether the owner will cough up the money? The whole thing looks like it will be in the millions, perhaps tens of millions, of baht - and my guess is none of these victims have medical insurance. Maybe the owner can stop by the bank on his way to the Wat to become a monk.

Vietnamese victim of Mountain B fire begs owner to cover her exorbitant medical expenses

A female Vietnamese victim of the Mountain B fire begged the owner to cover her exorbitant medical expenses, which had amounted to more than 600,000 baht, according to her friends.

Ms. Apinya Mongkolsin has come out to voice her grievance on behalf of her friend, Ms. Dinh Kim Le, a 28-year-old Vietnamese victim of the Mountain B club fire, who sustained burns over 70-80 percent of her body and remained in an intensive care unit for days since the fire.

According to Apinya, Dinh was a beautiful, amicable Vietnamese nationality who resided in Sattahip. Dinh invited Apinya to join her at the Mountain B club on the day of the accident, but she did not go there immediately and heard later that the club busted into flames.

Apinya realized later that Dihn was one of the victims, so she rushed to Queen Sirikit Hospital where her friend was waiting for a vacancy in the intensive care unit with 10 other equally injured victims. On the hospital bed, she cried agonizingly, while waiting for the doctor’s availability, Apinya said, so she eventually decided to take her friend in a car to Bangkok Hospital Pattaya.

Apinya said she paid a 50,000 baht deposit for Dihn. For six days, Dihn had stayed in a sterile room and relied on a respiratory machine. A visit was not allowed for her, and her medical expenses had mounted to over 630,614 baht, Apinya stated.

Finally, Apinya had to ask for her friend to be transferred to Queen Savang Vadhana Memorial Hospital, which was cheaper, while Dihn’s relatives had to pay 150,000 baht to Bangkok Hospital Pattaya before moving her to a new hospital.

Apinya begged the Mountain B’s owner or “Sia B” to cover her friend’s medical expenses because his initial compensation of only 10,000 baht was far from enough. Dihn also held a Vietnamese nationality, so she did not have any state welfare and could only lean on donations from Vietnamese people, Apinya added.

Dinh Kim Le is one of the survivors who was rescued by the Naval officer Pralitdet Chumngern. The officer was officially pronounced dead yesterday, August 11th, and marks the 17th fatality of the tragic Mountain B club fire.

Mountain B fire: Full extent of tragedy hits home in horrific story of Vietnamese lady "Nong Kim"

An important story published by Sanook and translated in full by ASEAN NOW brings home the full extent of the tragedy that was last week's fire at the Mountain B pub in Sattahip.

It involves a seriously burned young lady from Vietnam who was saved from death by a brave Thai airman who died himself.

And shows perhaps all that is good - and bad - in Thailand regarding the response of its people and medical services to such a monumental tragedy.

Apinya, 28, is a close friend of Dinh Kim Le, 25, who was severely injured in the fire.

She said her friend had been in the country for four years and the Vietnamese national would come and go to Thailand and was living in Sattahip.

She is a lively and attractive woman who can speak Thai clearly.

On the night of the fire last week Kim had called Apinya to invite her to the pub too, but Apinya said she would follow on later.

The next thing she heard about was the fire. She tried to contact her on the phone but there was no answer.

She rushed to Sirikit Hospital where she saw her dear friend in a pitiful state with 70-80% burns on her body on a gurney outside ER.

Medics were frantically running about as 10 terribly burned other victims were waiting in line for treatment.

She described how her friend was screaming out in tortured agony.

Apinya asked a doctor if she could take her friend elsewhere and the doctor agreed so she took her in her own car to Bangkok Hospital Pattaya.

There she had to put a 50,000 baht deposit down before they would accept her friend for treatment.

Throughout the next six days Kim was in a bacteria excluding bubble unable to be visited by friends.

Apinya was only able to watch the pitiable sight of her friend from behind glass as her eyes remained open while she was on a ventilator.

Tears rolled down the victim's face as she tried to raise her hand in recognition. She appeared to be trying to say something.

In her time in the hospital she racked up a bill of 630,614.80 baht.

With costs spiralling out of control Apinya contacted her friend's brother who agreed to try and transfer her to a cheaper state hospital.

Ten hospitals refused to help saying they "wouldn't dare to treat her" according to Apinya.

Finally yesterday the Queen Savang Vadhana Merorial Hospital in Sri Racha accepted her.

Kim's family have paid the Pattaya hospital a further 150,000 baht of the bill there.

Apinya said she wants the owner of Mountain B to do more to help and pay the entire bill.

So far he has paid 10,000 baht which is obviously nowhere near enough.

Apinya noted that her friend is a foreign national so does not have the same rights to care as Thais.

Kim's elder sister in Vietnam has set up an appeal there. Kim's story has been headline news in her homeland but her story has not been told in Thailand - until now.

All Kim's friends are rallying round and there are plans underway to contact the Vietnamese embassy for assistance.

Apinya wanted in put on record the eternal gratitude of friends to the family of commander Phalitdech Chumngern of the Thai air force.

Phalit died after bravely pulling Kim from the flames and saving her life before he himself died in the tragedy.

ASEAN NOW notes that "Sia B", the Mountain B owner, has been released on bail in the sum of 300,000 baht and has paid 50,000 baht to victims for funeral expenses so far.

He faces charges of negligence causing death and not having a licence to operate a pub.

This is the first story we have carried noting the amount of money given to an injured person. There are almost forty of those. There are at least 15 deaths though Apinya said Phalitdech was the 17th in the report by Sanook.

"Sia B" has promised to do more to help and done plenty of "wai-ing" and making merit outside his burned out facility.

In a related story the Labour Ministry made a big song and dance of presenting a large million baht check at a photo-op at the funeral of a brave manager who was killed helping victims in the fire. He was Thai and eligible for work related benefits.

Perhaps the Thai authorities might step up to help an innocent foreign national legally residing in Thailand who through no fault of her own had her life irrevocably changed after a simple night out went wrong, ASEAN NOW suggests.

Now the death toll has risen to 18. I hope I'm wrong, but I doubt that will be the last.

The Mountain B club fire’s death toll rose to 18 after a 17-year-old girl passed away at a hospital yesterday, August 12th.

Officials confirmed yesterday that a 17-year-old girl named “Mind” peacefully passed away at Thammasat University Hospital in Pathum Thani province around 10.14 PM on August 12th, bringing the Mountain B club fire’s death toll to 18 people.

Ms. Sawarot Wongsuk, a 27-year-old sister of Mind, told the media that her younger sister had been moved from Queen Sirikit Naval Hospital in Sattahip district to Thammasat University Hospital due to her severe injuries. According to her sister, the victim’s right leg had to be amputated because of a blood infection, but even that eventually could not save her.

Sawarot said Mind had to temporarily drop out of school to help her mother make a living. She went to the Mountain B club with two of her friends, one of whom aged 18 years old died in a fire, and the other who could escape. Her funeral would be held at Wat Rangsi Sunthon KM 5 in Sattahip, her sister said.

Mind is the 18th fatality of the Mountain B club fire, following a Naval officer who died on August 10th after sacrificing his life to save others.

The Pattaya News noted that Thailand’s legal age to enter clubs is 20 years old, and the Mountain B club’s owner recently admitted that he had no idea how the minors could slip in.

There are conflicting stories about whether fire exits were locked. While the owners claim the exits are never locked, their own representatives claim they were indeed locked.

My own thinking is if those exit doors were unlocked, then why did no one escape through them? And why would they be locked in the first place?

There has been more than 1 story over the years from many countries where the same type of thing happened. Venues had emergency exists, but people died because they were locked and/or blocked from the outside. Why?

Donations from Vietnamese citizens and netizens poured in for the female Vietnamese victim of the Mountain B club fire.

A female Vietnamese victim of the Mountain B fire begged the owner to cover her exorbitant medical expenses, which had amounted to more than 600,000 baht, according to her friends

Ms. Dinh Tee Thuy, or “Backza”, the older sister of Ms. Dinh Kim Le, who suffered critical injuries and had to pay exorbitant medical expenses, revealed to Thai media that her sister has received tremendous support from Vietnamese nationals and netizens after her tragic story went viral on social media.

According to the sister, Dinh obtained around 46 million dong (about 70,000 baht) from Vietnamese nationals and 130,000 baht from netizens. But this money was still far from enough because her medical expenses were more than 600,000 baht.

Dinh is believed to be the only foreign victim of the Mountain B club fire, which now killed 18 people. Compensation from the Thai state government is also a complication for her due to her nationality, The Pattaya News noted.

As of press time, donations were still reportedly pouring in for Dinh Kim Le.

19th fatality of Sattahip pub inferno was mother of 5-year-old girl

Athitya Insiri or Ice, 23, victim of the deadly fire at Mountain B pub on August 5th in Sattahip, Chonburi, succumbed to her injuries early this morning (Monday Aug 15) at Chonburi Hospital, becoming the 19th victim of the inferno.

Her boyfriend, the lead singer of a band performing at the pub, died on the night of the fire, leaving behind a 5-year-old daughter.

The victim’s mother, said in her Facebook post today “Even with one billion baht, but without a daughter to help spending it, Mom will not find happiness. For me, having my daughter is the happiest thing in my life.”

She said that her daughter had remained on life support until her death this morning.

The victim suffered burns over her entire body and had to be wrapped in gauze, adding that her response to treatment gradually declined and she suffered blood poisoning and shock.

Her mother also said that her 5-year-old granddaughter keeps asking when her mother will come to see her “which pains my heart as a mom.”

She disclosed that she had received 10,000 baht as the first compensation payment from the pub’s owner and another 10,000 baht as her personal travelling expense to visit her injured daughter at the hospital in Chonburi and to buy diapers for her granddaughter.

She said that she does not have enough money for the funeral and will consult a lawyer about filing a lawsuit against the pub’s owner for compensation for the death of her daughter.

Several other severely-burned victims from the fire are still on life support in hospitals.

Pattaya Provincial Court issues arrest warrant for father of ‘Mountain B’ nightclub owner, where 19 people died in fatal fire, following investigation which indicates him as actual owner

The father of the 25-year-old ‘Mountain B’ owner was wanted by the Pattaya Provincial Court after the court issued an arrest warrant on Monday, August 15th, as they believe that he was the actual bar owner.

The 55-year-old father, who was identified as Somyot Panprasong, is now charged for causing serious deaths and injuries to others due to negligence and operating the entertainment venue without permission.

Local media also reported that the Court was convinced from their investigation that Somyot was the real owner of the venue which caught on fire after an explosion and killed 19 people but used his son’s name in the business operation.

Families and relatives of ‘Mountain B’ victims urged the Crime Suppression Division to take charge of the fire investigation instead of local police as they were concerned about conflicts of interest and dishonesty.

Ronnarong Kaewpetch, the President of the Network of Campaigning for Justice (NCJ), led the families of 13 victims to the Crime Suppression Division this afternoon, August 15th, to call for the Division to be responsible for the venue investigation instead of the local police, reasoning that they were afraid of influential people in the area and thought that the police and local government may have conflicts of interest.

The NCJ president brought some evidence to the division officials and demanded them to investigate three concerning issues, including whether there were government officials and/or influential people involved in the entertainment venue that could have some interests or whether the alleged owner, Sia B, who was currently prosecuted was the true owner of the establishment.

Most family members of the 13 victims also mentioned the inadequate compensation of 30,000 baht that the establishment operator had offered, saying that the amount of money could not compensate for the damage and the loss caused.

Apichai Insiri, the father of Athitaya “Ice” Insiri who was the latest death from the incident, said: “We needed clarification on remedies, medical expenses, as well as the lawsuits. Our daughter had passed away and it was a great loss to our family. Previously, there were representatives of the entertainment venue operators who provide assistance for 30,000 baht, but it was not enough to cover the expenses.”

The Division’s investigation officers initially questioned the petitioners and acknowledged their requests before forwarding them to the supervisor for further consideration.

This just keeps getting worse and worse. Sia B's father apparently is the actual owner of the pub, but rather than admit it he is denying all charges and apparently is perfectly willing to throw his own son to the wolves in an attempt to wriggle his way out of trouble.

Fortunately the courts don't believe his story any more than I do and consider him a flight risk. He is arrested and bail for him has been denied.

Meanwhile, while the pub owners are trying to minimize whatever their penalties will be, victims continue to suffer, die, and rack up enormous medical bills. The pub owners have said they will cover the bills, but so far have turned over hardly any money at all. Expressing willingness to compensate and actually doing it are two different things. They haven't put so much as a dent in the costs. And don't forget - 19 people so far have died. Funerals in Thailand are not free.

Along with all that, so far the police and officials allegedly involved in looking the other way still have not been arrested. As far as I know, the only thing that has happened to them has been transfers to other positions or fired.

And now that rigid inspections are taking place, apparently dozens of venues have been found to be in similar violation of safety rules.

Somyot, alleged actual ‘Mountain B’ owner, turns himself in to Plutaluang Police Station this afternoon in Chonburi, denies all charges

The alleged real owner of the ‘Mountain B’ entertainment venue, Somyot Panprasong, has turned himself in to the Plutaluang Police Station this afternoon, August 16th, following an arrest warrant issued by the Pattaya Provincial Court on Monday.

On Tuesday August 16th, ‘Sia B”s lawyer arrived at the police station to give more information to the officials. He also insisted that Somyot was not involved with the establishment as he did not know about any documents and restated that Sia B was the actual owner of the establishment. Sia B has previously taken full responsibility for the incident, however, many victims families and social media netizens have expressed concern that they believe that Sia B was a “fall guy” for other parties, owners, and silent investors.

However, Somyot was willing to surrender at the Pluta Luang police station but he was on the way from returning from other provinces, according to the lawyer’s statement.

As of this afternoon, Somyot reportedly arrived at Plutaluang Police Station following the arrest warrant that stated that he was charged for causing serious deaths and injuries to others due to negligence and operating the entertainment venue without permission.

Somyot has denied all charges and says he is not involved with the venue in any form.

Police involved in the investigation, however, are moving to attempt to block bail for Somyot, claiming he is a possible flight risk.

Owner of Inferno Mountain B pub in Sattahip denied bail

At noon today (Aug 16) Somyot Panprasong, 55, the alleged owner of the Mountain B pub that caught fire in Sattahip district of Chonburi on the night of Aug 5,turned himself into the Plutaluang police station in Sattahip district, Chonburiwith a lawyer. Somyot was wanted for causing deaths and injuries, and operating an entertainment venue without permission. Somyot denied all charges against him. Later police searched Somyot’s house in Soi Thammawithaya, Sattahip for more evidence linking to ownership of the pub. He was denied bail.

Yesterday (Aug 15) the Pattaya Court issued a warrant for the arrest of Somyot who is the alleged real owner of the Mountain B pub. Somyot was charged with recklessness causing death and unauthorized pub operation as police found out that he was the real owner of the burnt pub but had his son act as the official owner.

Somyot, the father of Pongsiri Punprasong, 27, who was earlier arrested and released on bail for 300,000 baht on Aug 8, was found out to be the actual owner‘Mountain B’ pub.

Meanwhile, lawyer Ronnarong Kaewphet on Monday brought relatives of 13 victims of the Aug 5 Mountain B pub fire to the Crime Suppression Division in Bangkok to ask it to take over the case from the Plutaluang police station in Sattahip district.

Local police and administrative officials had a conflict of interest in the pub operation and there were many influential figures in Sattahip, the lawyer said.

He also said that he had evidence to prove that Pongsiri Panprasong, the son of Mr Somyot, was not the real owner of the pub and other shareholders of the pub should face legal action related to the tragic fire.

At the police station, Somyottold reporters that he was willing to compensate for the losses and hospital bills to the surviving victims and their families.
