I have no idea which is the best, but from limited observations so far, try:
Toy Boys, M Bar, Sunee Bar (Jomtien) and a few of the others nearby. There's at least one small and very skinny lad in Classic as well., but this wouldn't be top of my list.
Slowly walking around Jomtien and then stopping at the most promising bar should work.
Considering your "very skinny" requirement, I wouldn't go to Sunee Plaza.
