Somewhat of a misleading title. This is only referring to the UCR (Uniform Crime Report) not state or federal law. Male rape is and was mostly always a crime. The Uniform Crime Report has been outdated in more than this category and is generally regarded a useless statistics by most academic intuitions. It's needs a total revamp or better yet stop collecting the data and let the States keep their own, most do now anyways.

UCR is a waste of money at both the federal and local level. Local police agencies have to report and often have one or more persons exclusively assigned to that task as it's so complicated, paperwork intensive and time consuming.
