A good question. There are enough unfinished buildings in Thailand for some legislation to be introduced.
Require developers to purchase insurance from an approved insurer before commencing. When building stops, the insurance can then pay for demolition, completion or modification of the building, as appropriate.

Good point. Most of the time when the work stops, for whatever reasons - usually someone ran out of money or someone decided to just abandon a half completed structure - nobody does anything about it. The ruin just sits there. I've seen some abandoned work remain untouched for more than ten years. Nobody tears it down.

There definitely ought to be a requirement - an enforceable requirement - that if the work just stops for a specified period of time, the builder, the owner, or whoever should be required to restore the property to its original condition rather than letting an eyesore remain there forever.

If the developer has failed, they have no money to complete the building.
If the permit is deemed illegal, the developer may also shortly be insolvent and have no money to tear down the building. I can't imagine anybody trying to build such a development without setting up an independent company for it.

Hence, mandatory insurance would be a good idea, with a central body to enforce this.
Insurers would also insist on checking the permits properly, so this would reduce the probability of difficulties.

In Pattaya that would be high risk insurance.

My guess is if the former mayor gets punished at all, it won't amount to more than a slap on the wrist.
