Quite strange wording in that article.

Figures revealed by the British government show a huge drop of visitors to Thailand in recent years but a massive rise in arrests especially for drugs . . .

I'd agree that a halving of the number of UK visitors between 12/13 and 15/16 is indeed "huge". A rise in the number of drug arrests during the same period from 36 to 46, though, hardly seems to merit the description "massive rise". Even the number of arrests is up from 188 to just 194. Granted the percentage increases are higher due to the decline in numbers, but it still seems somewhat sensational.

I wonder what the figures are for other countries - especially Russian nationals.

They aren't measuring the same thing. The 2013/14 figures (906,312 visitors) are based on "Figures from individual country authorities/governments". That will, presumably be based on entries into Thailand from wherever - including third countries.
The 2014/5 and 2015/6 figures are provided by the UK Office for National Statistics - and are presumably based on Thailand being the country of first destination, which is the only information they can get.
The UK Foreign Office website still states in its Advice to Travelers section that "British nationals make over one million visits to Thailand every year."
