I hope they won't turn people away if they arrived within the specified time. I doubt they would do that, but if it were me, I'd be there very early. The safe side is the side I like to be on.

The embassy outreach went fairly smoothly. There were approximately 210 people there for the notary
service. You needed a bank draft and it had to be exact name of payee, and exact amount, which was 1750 B.
I was there about 75 minutes, having arrived around 10:30. There were two lines, which moved pretty quickly
and several notaries.
