I opened a Singapore bank account at OCBC in late 2017 (in branch). DBS would have opened a premium account if I were prepared to deposit more than SGD250,000. Also, due to US tax legislation & reporting requirements, I believe US citizens have more difficulties than others opening bank accounts...
