can't residents there just go to an Immigration Office outside the city? I do know the answer to that one. The short answer is no. Maybe that is why it is named Venezuelan as it features S American food -- the map on their Facebook page shows it is on Thappraya Road near the Jomtien 2nd road intersection heading toward Jomtien Beach Road.
